INSIDE WIREMAN, SOUND & COMMUNICATION DISPATCH PROCEDURES

EFFECTIVE OCTOBER 9, 2006

     PROCEDURES:

1.     Dispatch hours are 7:00 AM -8:00 AM at the Union Hall located at 6250 Village Parkway, Dublin, CA  and/or the Stockton JATC located at 1531 El Pinal, Stockton, CA.

2. Upon becoming unemployed, all applicants must register (Sign-in) on the proper Available-For-Work list  (Referral List) IN PERSON.

3. Re-Sign Day: To maintain one’s name on the Referral list, an applicant must ANSWER-UP or RE-SIGN IN PERSON on the FIRST MONDAY of EACH MONTH  between 7:00AM and NOON.  If the first Monday falls on a holiday, the next day (Tuesday) shall be Re-Sign Day.

4. Failure to Answer-Up or Re-Sign the list on Re-Sign Day will result in the removal of the applicant’s name from the list. A person can Re-Sign the list on Re-Sign Day at either the Union Hall in Dublin or JATC in Stockton.

EXCEPTIONS:

1.
 Exceptions to Answering-Up or Signing-In on the first Monday of each month are: proof of Picket Duty, Jury Duty, Military Duty, Disability, Salting or registered for vacation. Vacation dates must be submitted on the Vacation Form prior to taking vacation, and a maximum of three weeks vacation per year is allowed.

2.
 On any day that there are no job calls, the Dispatch Hall will be closed, except for Re-Sign Day

JOB REFERRAL:

1.  Information on the number of jobs for either Alameda County or San Joaquin/Calaveras counties can be obtained by calling the Job HOTLINE after 5:00 PM daily: 1-866-595-IBEW (4239).

2.
 Alameda County job referrals will be available from the Dublin Hall only.

3.
 San Joaquin/Calaveras County job referrals will be available from the Stockton JATC only.

4.
 Applicants are required to show up at the Union Hall in Dublin or the Stockton JATC at 7 AM Monday through Friday to receive a dispatch for a job referral .

5.     After January 1, 2006, electricians seeking dispatch to C-10 contractors must demonstrate compliance with California’s Electrician Certification Law.


AVAILABLE FOR WORK LIST:

1.
 Fill out yellow registration slip.

2.
 Check appropriate box in upper right or left corner for either Alameda County OR San Joaquin/Calaveras Counties OR BOTH:

Check

        Sign-in or
        Re-Sign or
        Return from Short Call

3.
 Time stamp the back of the yellow registration slip.

4.
 Deposit yellow registration slip in slot at Dispatch office.

5.
 Local 595 is not responsible for referral placement if the yellow registration slip is not filled out and properly time stamped.

6.
 Jobs are announced Monday through Friday (excluding Holidays) starting at 7 AM. An applicant who is not present at dispatch when a job is announced or is present and does not take a job shall be given a job “turn-down”.  One turn-down per day will be given.

7.
 If an applicant takes a job referral and refuses the job, the applicant will be given a job turn-down. Rejection of the applicant by an employer is not a turn-down.

8.
 Applicants will be allowed two job turn-downs without consequence. On the third job turn-down, an applicant’s name will be removed from the list. An applicant must re-register in person after being removed from the list.

9.
 Short Calls and special calls (such as shift work, mandatory overtime or mandatory drug testing), will not be considered a turn down.

10.
 No one may be on Book 1 in Local 595 while registered on Book 1 in any other Local Union.

11.  There will be no sign-ins during the hours of dispatch.

SHORT CALLS:

1.  Job
calls 80 hours or less shall be considered SHORT CALLS. Applicant must return to the Dispatch Office and notify the Dispatcher of their availability immediately upon termination.   Applicants are required to fill out yellow registration slips for work at the end of the short job.

 Workers who do not return to the office, but continue to work for the employer   who has made the request for the short call dispatch shall be removed from the job and shall be dropped from the Available-For-Work list.

 On short calls, any overtime worked will not be counted toward the 80 hour maximum.

 Refusal of a short call will not count as a job turn-down.

 There is no limit to the number of Short Calls that can be taken.

· "Rolling short calls" When a short call is filled, the next day's short call will begin with the person who was after the previous day's short call that was filled.


2.
 An applicant who accepts any job, 80 hours work or less, after returning to the Available-For-Work-list will be cleared of all job turn-downs upon re-registering.

3.
 Applicants who accept employment in the Electrical trade, in any I.B.E.W. jurisdiction, shall have their names removed from the Available-For-Work list.
